Building-services work in a healthcare or care setting must be technically sound and operationally considerate. A boiler, hot-water system, ventilation arrangement, kitchen, washroom or plant-room defect can affect comfort, hygiene, safeguarding and the ability of staff to deliver care. NHS England's HTM 04-01 provides guidance on the legal requirements, design, maintenance and operation of hot and cold water systems in healthcare premises, including control of water-borne pathogens. Care and non-NHS settings have their own responsibilities and management arrangements, but the principle is clear: water, temperature, use, monitoring, records and competent maintenance need to be considered together. ComGas can carry out agreed technical work and return records; it does not replace the client's water-safety plan, risk assessment or responsible-person structure.
Surrey includes care homes, supported-living environments, GP and community facilities, dental and outpatient premises, hospitals, sheltered housing and mixed-use buildings. The engineering brief should identify occupied areas, resident or patient needs, clinical or treatment spaces, isolation rooms where relevant, kitchens, laundries, bathrooms, plant rooms and areas controlled by a landlord or healthcare organisation. A survey should record the service boundary and any systems that must remain live during the work.
Continuity planning is not limited to heating. Hot and cold water, sanitation, ventilation, cooling, kitchen services, lifts, access controls and alarms may all affect safe operation. Agree the acceptable shutdown, temporary facilities, communication route, infection-control or cleanliness controls, delivery path and escalation contact before work is scheduled. Do not assume that a normal out-of-hours visit is suitable if residents, patients, medicines or clinical activity are affected.
HSE guidance on legionella management highlights the need for risk assessment, control measures, monitoring and review in hot and cold water systems. For a Surrey site, asset age, dead legs, low-use outlets, storage arrangements, temperature regimes and previous monitoring records are relevant to the work brief. The provider's water-safety lead or responsible person should set the management requirements and approve any changes.

Describe residents, patients, vulnerable users, clinical or treatment areas, sleeping rooms, communal areas, kitchen and laundry operations, and any temperature or access sensitivities.
Provide the schematic, outlets, storage and calorifier details, temperature records, monitoring schedule, risk assessment, previous sampling or remedial information and the water-safety lead's requirements.

ComGas can undertake agreed technical maintenance or provide relevant records. The care provider remains responsible for its risk assessment, control scheme, monitoring, responsible person and decisions about water safety. The scope should be aligned with that management system.
Provide the hot-water demand, occupancy, storage and calorifier details, temperatures, schematic, outlets, plant-room access, previous defects, available supply and acceptable shutdown. A survey may be required where duty or condition is uncertain.
A staged method or temporary arrangement may be possible, but it depends on isolation points, equipment lead times, space, duty, access and safe commissioning. Continuity requirements should be stated at enquiry rather than assumed.
